This paper takes the scientific development idea and sustained growth as the theory basic. From the direction of harmonious between man, society and ecological environment, take the county region as the research object, take intensively utilizing land and improving environment as the goal; the paper analyzes the interaction and inter-relation between the land intensive utilization and ecological environmental system. Meanwhile, This paper take the Xinghua country as a case, use the way of target appraise value, analyzes Xinghua land intensive utilization. And the relationship between land utilization and ecological environment has been studied by related analysis mode. Its consult showed that the two had powerful relationship. Moreover, the leading factor of environmental weak caused by land intensive utilization by main component model, consult showed that man factor was the main. Based on these, the ecological environmental response for land intensive utilization has been probed. Through quantifying calculating the potentiality of land intensive utilization, combined Xinghua actually, the Xinghua land intensive utilization model and environmental guarantee measure has been given. It has important meaning to reduce the contradiction of land supply-demand, to guarantee the society-economic continual development, to promote the construction of resource-save society, to promote the construction of socialism new country.
