With the development of economy and the augment of population, ecological problems are getting more and more seriously, the damages to ecology are serious and worsen. In order to keep balance of ecology and promote economy developing better, more attentions must be paid to ecology and improve ecological environment. So, we must know the carrying capacity of ecological environment and its developing trend which are the basis of protecting and resuming ecology. Ecological capacity is the basis of sustainable development. If we want to keep ecological system integral and sustainable, it is essential to control the interception to ecological system within its carrying capacity. Restoration of damaged ecological system is one of methods to make system better and it is important. During the course of ecological restoration, the quality of soil and plants and the relation of them are key factors.The economy of Dalian is developing very fast recent years, and the government put forward the"Great Dalian"plan. It is a challenge to environment and ecology. With the enlargement of city and increasing of population, more resources will be using and more impacts will be given to environment. Under this situation, it is necessary to research the carrying capacity of Dalian City and it is of great significances, and it is imperative to restorate and rebuild the damaged systems. All of these methods will supply theories for developing economy and constructing city.This article is composed of two parts. In the first part, it mainly uses several theories such as ecological footprint, emergy analysis, emergy footprint, visual water and water footprint et al to analyze the ecological capacity, environmental load and water capacity and of Dalian city during year 2000 to year 2004. Conclusion is: ecological needing is larger than ecological supplying in these five years and there are different levels of ecological deficit, ecology of Dalian city is under unsustainable developing. Environmental burden is heavy. Water footprint per person of year 2001 is 748.27m3/cap and this belongs to water shorting type. Water is the key factor to impact ecology and economy of Dalian city. In the second part, it mainly selects a hill which includes three sections( shrubbery, taiga and broadleaf woodland), and researches the quality of soil,the relation between soil and plants during the course of ecological resuming. It tests soil water containing rate,decomposing rater of droppers and soil nutrients of every month in year 2006. Conclusion is: soil quality form better to worse is broadleaf woodland>shrubbery>taiga.
