Discussion On The Development Of Chinese Environmental Protection Policies In Modern Times

The problem about the environment has been so serious since its development in 19th century, and has received a great attention in the whole world from 1970s. Most nations have made the corresponding policies and strategies about environmental protection. This thesis outlines the process of the development of environmental protection policies and sustained development strategies during modern times.The thesis consist of six parts. The content of each part is as follows.The foreword is designed to explain the main thought of this study and to describe the value and present conditions of the research.Chapter 1 simply discusses some environmental protection edicts, laws, and rules with some cases in modern times in China, such as JingHui Dike engineering by General Yang Hucheng in 1930 in ShanXi Province, and the forestation engineering in the Wei river area led by Fen Cier.Chapter 2 expounds the present research condition and the contemporary developing process of environmental protection policies of our country since 1949. It will be analyzed by four stages as follows: embryonic stage(1949-1972), creation stage (1973-1978), expanding stage (1979-1992) and sustainable development stage(1992 up to now). The detail about its background , content and merit is introduced in this part from the First National Environmental Protection Meeting in 1973 to the Sixth in 2006,and it should be paid a lot attention to the establishment of the environmental protection as a basic national policy in 1984 and the《Decision》in 2005.Chapter 3 makes the comparison and discussion of the influence that those important international environmental protection meetings have brought upon the Chinese environmental protection policies. All of these meetings are milestone during the progress of environmental protection development in worldwide, such as Stockholm meeting, Rio De Janeiro meeting, Johannesburg meeting, the sustainable development strategies in China, the 21st century Agenda and so on. The establishments of many pacts are led by the agendas above.Chapter 4 analyzed the five factors influencing the making of environmental protection policies of China, which are economy, politics, international situation and the public consciousness about environmental protection.In conclusion, we appraise the environmental protection policies and ordinances that can be dated from ancient China till now, and meanwhile make an outlook of the future condition in the environmental protection development of China.
