Along with the progressing of urbanization, people's living standard has been improved and the appearance of cities has been improved greatly. In the 21 century, improving the quality of human settlement becomes one of global attention subjects. Creating a safe, healthy, and harmonious human settlement with the nature will be the eternal subject of the human development.The paper takes an insufficiently developed place—Chizhou city as the study area, proceeding from the connotation of urban human settlements, renew and induce the basic theories of the human settlements, expounds the connotation of the sustainable development of urban human settlements. What's more the piper also use predecessor's research fruit for reference on this basis and establishes an evaluating indicator system of human settlement level, which carries on the appraisal through four aspects: the quality of physical environment, social environment, economy environment and infrastructure and services environment. The paper synthetically assesses the quality of Chizhou's human settlements using the combination the construction level evaluation with public satisfaction way. Finally, the paper proposes some concrete optimized measures aiming at the existing problems in the construction of the human settlement.The paper altogether includes six parts: The first part gives a general clear description of the presentation, definition, research history and present condition of the human settlements, and puts forward the practical significance of the paper research. The second part proposes the rationale of the urban human settlements research which mainly contains the geography person relations theory, the humanism theory, the sustainable development theory, the urban planning study and the architecture theory, the urban ecology theory. On this foundation, this part bring forwards the paper research technique—the combination way of appraisal index system and the inhabitant satisfaction level.The third part carries on the qualitative analysis on the present construction situation of the Chizhou people and constructs the environmental quality appraisal overall target system on predecessor's foundation. What's more, it also carries on quantitative evaluation and analysis on the human settlement construction of the Chizhou people, which concludes that Chizhou is still very short in the infrastructure construction, the synthesis appraisal is only 0.385, and the public service aspect and the same thing happens more or less in other aspects and needs further improvements. Through the questionnaire survey, the fourth part synthetically analyzes the satisfaction level of the Chizhou citizen towards the human settlement there. According to the analysis of quantities of data, it gets to the integrate evaluation conclusion of the Chizhou citizen towards the human settlement that the inhabitants there has low degree of satisfaction, and hope some improvements can be done on the aspects, such as afforestation, residential quality, city health, noise, air quality, public security, education condition, medical condition etc. It also carries on the contrast with the target system appraisal result, and obtains that the satisfactory of the inhabitant are lower than the construction level which manifests that the person's feeling can't be ignored in the construction process of the human settlement.In view of the existing problems and appraisal result of Chizhou human settlement construction, with the combination of inhabitant wishes, the fifth part puts forward some optimized countermeasures: programming rationally, constructing orderly city structure, improving government administrative level, strengthening soft environmental quality of human settlement, intensifying the construction of the city infrastructure, optimizing soft environment of human settlement etc.The conclusion part briefly summarizes several understandings in the paper writing process, such as well dealing with the person relations, walking along harmonious development path so on.
