Plan environmental impact assessment is means of implementing comprehensive decision and realizing sustainable development. And it has played an important role in promoting the coordinated development of economy and environmentEvaluation Method has certain variability, and the information offered is often more macroscopical. So the technological method of plan environmental impact assessment should meet these factors. But single method is impossible to attend to each and every aspect of a matter, therefore, it is necessary to study on synthesis of method integration in the whole plan environmental impact assessment.At the beginning of this text the three-dimensional trend mathematics model– COHERENS is adopted. The advantage of this model lies in the strong stability in calculating, adoption the embedding grid technique, and the better adaptability in obtaining the small area. This model is used to simulated separately the plan water areas of Weihai Bay , Rushan mouth harbor and Jinghai operation area, etc. The result of the simulation is that the hydrodynamic interaction effect is very small, even negligible, after the plan project is implemented.On the basis of three-dimensional current mathematics model and the convection - diffusion equation of the pollutant (COD ), a three-dimensional convection - spread model can be set up. The amount of pollutant produced after implementing the plan project can be regarded as the convection - diffusion source item of the suspended pollutant. Then the three-dimensional convection - spread model can be used to calculate the transport law of pollutant, and to combine the result of calculation and the division of environmental function area. After analyzing the bearing capacity of water environment of the plan water areas of Weihai Bay , Rushan harbor and Jinghai operation area, we can get the result that the plan water areas can still meet the requirements of the various functional areas after implementing the plan project. Therefore this plan is feasible generally.The result of study of this text shows that the three-dimensional current numerical simulation can be a technological method of environmental impact assessment. Completely integrated in the course of the plan environmental impact assessment, the three-dimensional current numerical simulation offers technical support for the assessment, and ensures the plan environmental impact assessment rational, scientific and fair.
