Recently, the thermal discharge from the plant of coastal areas will affect the adjacent water in physics, chemistry, biology and so on, People pay more attention to this temperature affection. Usually, the technique of numerical simulation is an important tool to research the environmental problem of ocean. For analyzing the temperature affection and the ecological environment of ocean provoked by the thermal discharge of coastal areas quantitatively, a two-dimension hydrodynamic and a heat transfer mathematical model were applied individually to simulate the current field and temperature field in the coastal area of Cao feidian in Hebei province. Basing on the model, the heat environment capacity of coastal area was researched.It dispersed and answered the equation of tidal flow in stagger mesh with FVM, and established a two-dimension mathematical model of tidal current of coastal area. After certifying the model with the actual measurement data, the article achieved satisfactory results. And a two-dimension mathematical model of water temperature which was coupled with the current model was established. Basing on the model, the space distribution of water temperature of the thermal discharge from one plant was forecasted and analyzed, and the results reflected the rules of transportation and diffusion of heat quantity in the tidal water area bitterly.The article defined the concept of the heat environmental capacity of coastal area. A method—controlling the temperature band was given, and the essential influencing factors were analyzed wholly. It calculated the heat environmental capacity of coastal area with this method under the specific domain of coastal area and the deciding targets of ecological protection, and analyzed the economic utility value of the rest heat environmental capacity. It provided decision reference for exploiting the heat environmental capacity resource of coastal area proper, and further provided scientific supervision for researching environmental problem and protecting ecological environment of ocean.
