Study On Regional Ecological Compensation Based On The Analysis Of Ecological Value

The rapid socio-economic development in GuanZhong region, Shaanxi province, since recent years has produced ever greater pressure on the local eco-environmental system. Spatial difference of resources and industries has also resulted in a lopsided regional development pattern. How to balance the socio-economic development and the environment protection has then become a challenge.On the study of ecological value, a methord to calculate the ecological value has been mentioned based on ecological equivalent. Consider of ecological value, ecological construction needs and the level of economic, ecological compensation system has been built up. Taking the GuanZhong region as an example to calculate the ecological value and ecological compensation. Through the research, the main draw the following conclusions:(1)The interrelations of the ecological value and ecological compensation has been analyzed on the study of theory. Point out that, the difference between regional ecological values could be the basement of ecological compensation.(2)Through the analysis of different scales for different locations and unified scale regional ecological characteristics, put forward a method to calculate the ecological value of the middle scale.(3) Through the analysis of regional ecological velue,ecological construction needs and economic level, A system to calculate the ecological compensation has been built.(4)Take GuanZhong region as an example, the regional ecological value and the compensation between cities and inside cities have been calculated. The conclusions are:The value of natural ecosystems is far greater than the ecological agricultural ecosystems and urban ecosystems. We can get conclusion that the natural ecological system is a major regional ecological value-benefit system.The ecological value of baoji is the biggest in the GuanZhong region , whose ecological value is 25,4billion yuan.The compensation between city room ascertaining Xi'an as the compensator, compensates a total for 1.7billion yuan. Tong chuan ,Bao ji Xian yang and Wei nan have been compensated an amount of money repectively for 0.19 million yuan,0.79 million yuan, 0.26 million yuan,0.5 million yuan.
