Environmental Philosophy Consideration By The Phenomenon Of Municipal Waste Diffusion

Municipal waste refers to the waste produced in the process of maintaining the normal municipal system but has lost their original value to the owners in the form of liquid, solid and half-solid including municipal solid waste, municipal industrial waste, municipal commercial waste, city hazardous waste, medical waste, construction garbage, and so on, which are produced in the activities of municipal industry, the residents' daily life, or the activities providing the urban residents' daily service. As it speeding up in the process of urbanization and rapid economic development, the urban garbage output per year is increasing, so are the technology ingredients of the garbage, added by more than 6 billion ton old rubbish which are surrounding the cities over years, make the handling of garbage even more difficult.Municipal waste treatment plants, landfill plant, distribution center are mainly located in the peri-urban areas, If these municipal waste can not be handled effectively, they will spread to the rural areas or even to some remote mountainous areas, resulting in atmosphere, soil, vegetation, water and other environmental pollution in greater scope and space, thus the phenomenon of municipal waste diffusion comes into being. The phenomenon of municipal waste diffusion means that with the increasing of the quantity and changing of the ingredients of the municipal waste, which not only do harm to the eco-environment of the cities, but also need complicated handling process and large expenditure, they all make handling of the municipal waste incomplete and ineffective thus they trend to diffuse to the peri-urban areas. The phenomenon is bound to generate indescribable influences for the environment that human beings' live in and the socio-economic development. Therefore, municipal waste has become one of the most urgent problems that China is faced with, and also a social problem that can not be ignored in the process of modern civilization of mankind. Because of the result of increase in urban population, the development of urban economic, acceleration of rural urbanization process, and the change of production mode and lifestyle, the differences between urban and rural areas, the disadvantaged status of the environment, and the role of traditional productivity, municipal waste grow at an alarming rate, leading to these municipal waste not be timely and effectively treated, which exacerbate the phenomenon of municipal waste diffusion. The phenomenon of municipal waste diffusion is represented mainly in : garbage produced in the municipal system in the form of emissions, waste water, solid waste spread to the peri-urban areas resulting in the rivers and water pollution, land occupation, soil erosion and other environmental pollution in these peri-urban areas. Through the analyses on the status quo of the phenomenon of municipal waste diffusion, it is found that the phenomenon shows some different characteristics compared with the social phenomena in the past, such as multi-reasons for the formation, stronger harmfulness, and technology-intensive features, and has aroused greater economic losses, social conflicts and the alleviation of civilization.In solving the phenomenon of municipal waste diffusion, economic cycling operation mode provides a new perspective. It requires taking municipal waste as a resource in the macro system of human beings and the nature, guides the economic activities and social activities in the municipal system through the ecology and economics rules, makes the economical system harmoniously absorbed in natural-ecological substance cycling, and builds a new economical operation mode. Based on the analyses of Marx and Engels' environmental philosophy, it proposes the guiding thought on solving the phenomenon of municipal waste diffusion. Marx and Engels' environmental philosophy includes rich philosophical ideas on solving environmental problems, such as pointing out the joint of human beings' production activity and environment protection in practice; overcoming the conflicts between human -being centralism and nature-centralism in the current environmental protection in theory, and providing a more reasonable theory interface; and providing a way to solve environmental problems in methods.Philosophy is the theoretical system of the world. It guides people's social practice from the height of principles and dominated people's thinking. In this sense, analyzing the environmental problems caused by the phenomenon of municipal waste diffusion from the perspective of science and technology just lies in the surface of the problems while a correct understanding the nature of environmental problems caused by the phenomenon of municipal waste diffusion has to be considered from the philosophy height. The phenomenon of municipal waste diffusion is a complex social phenomenon, which is constituted by the interaction of two elements, cities and their surrounding areas, thus makes itself a contradictory unity. To solve the phenomenon of municipal waste diffusion, it begins from the two elements forming the phenomenon and establishes a thought of harmonious development of urban and peri-urban areas. Therefore, to solve the phenomenon of municipal waste diffusion, we must follow the rule of unity of opposites from the dialectical perspective, correctly handle the relationship between the individual and the whole, and establish a philosophical enlightenment of "mutually beneficial type of thinking".Finally, the thesis fosters the concrete measures in solving the phenomenon of municipal waste diffusion from the relationship between man and nature, and requires: abandoning the "human-Centralism", and fostering an idea of harmony between man and nature and co-evolution; on the premise of fully exerting people's conscious initiative ability and respecting and abiding the objective laws, correctly handling the relationship between people's conscious initiative ability and their passivity, and speeding the shift to cycling economic" which is a substances exchange process between human and nature caused, speeded and controlled by their own activities"; Establishing rational social-organizations, institutions, even a more reasonable development, transformation and utilization of the natural world at the national scale or a global scale; improving the environmental education of the social organizations, and environment-friendly society.
