Water is valuable natural resource on Earth, is all of mankind's survival and the necessary conditions , but human life and production activities have also affected the water, leading to changes in water environment, causing water pollution. The losses caused by water pollution are very big. The factors affecting water pollution are very complicated. Then, they led to water pollution control extremely difficult.The core idea of water pollution control system Planning is the smallest economic costs and the best quality of the water environment. In water pollution control system, Many factors affect each other.In certain restrictive conditions, the coordination of these relations, can meet the water quality requirements and the minimum total cost. This is the starting point for studying water pollution control system planning.Mathematical model of water quality is the basis of water pollution control system planning, outfall optimal treatment is mature and technical, the main elements of this include the following:(1) Outfall optimal treatment is a non-linear programming problem, using non-conventional ways to solve them is not satisfactory, the paper introduced ant algorithm basic principles,at the same time pointed out that the feasibility of ant algorithm for involving non-linear programming problems, at last, the ant algorithm of the advantages and disadvantages are explained.(2) The Parameters'determined of river water quality model are the important aspects. In this paper, vertical dispersion coefficient and the S-P model parameters used ant algorithms to solve, through analysis and comparison, the results are calculated with the initial selection factor for greater relations.(3) The paper used examples of outfall optimal processing model, and improved it, then used ant algorithms to solve the model. This paper is benefined for optimizing the continuity problems.
