The marine economy is one of the material bases for supporting social and economic development in coastal areas. The sustainable utilization of marine resources is a premise in realizing the sustainable development of society and economy. However, when utilizing the marine resources, people only pay attention to its direct utility value and market value, and has long neglected its ecological value. Because of the disorder and excessive exploitation and utilization, the marine ecosystem has been damaged and the supportive ability of marine ecosystem service function has been lowered. The study on the value appraisal of marine ecosystem function is a hot spot at present, so lots of theories and methods are under exploration. Thus, based on the comprehensive summary of the progress in related area, the present thesis intends to make a further exploitation on the theory, methods and system of marine ecosystem service function value appraisal, to build a set of reasonable and feasible quantization index system on the value appraisal of marine ecosystem service function. By taking the construction of FANYA Jetty Project in Qianwan area of Qingdao Port as an example, the thesis also makes an application research on the value loss appraisal of marine ecosystem service function. The major contents of the thesis are as follows:1.The definition of marine ecosystem service function is expounded, and the study progress on the value appraisal of marine ecosystem service function in home and abroad is recalled.2.The theoretical basis and methods of marine ecosystem service function value appraisal is introduced. Meanwhile, the marine ecosystem service function value is divided into direct utility value, indirect utility value and non utility value from the aspects of environment and resource economics.3.A set of index system on the value appraisal of marine ecosystem service function is built according to value composition of marine ecosystem service function; the set of index system includes 3 categories and 14 indexes.4.Taking the front bay where and its adjacent seas FANYA jetty project locates as the study area, and by using the already built tidal numerical model in the study area, the thesis calculates the throughput loss before and after projects in Jiaozhou Bay, which can provide data support for the value loss appraisal of marine ecosystem service function caused by the project.5.According to the value appraisal index system of marine ecosystem service function and the marine ecosystem service function in study area, the value loss appraisal index system of marine ecosystem service function caused by the construction of FANYA jetty project is built. The results are as follows:(1)adopting market value method to evaluate the direct utility value loss in food production which is RMB19,920,000; adopting shadow engineering method to evaluate the indirect utility value loss in oxygen supply and gas adjust which is RMB2,400,800; adopting alternative cost method to evaluate the indirect utility value loss in waste disposal which is RMB27,375,000; adopting the results conducted by Costanza et all on average common good value of ecosystem service to estimate the indirect utility value loss in the cycle of nutritive materials which is RMB33,485,400, and adopting condition value method to evaluate the non utility value loss in research and the maintenance of biodiversity which is RMB 6,321,000.(2)In the marine ecosystem service function value loss which amounts to RMB90, 646,000, the direct utility value loss takes about 22.0% of the total service function value; the indirect utility value loss accounts for about 69.8% of the total service function value, while the non utility value occupies about 8.2% of the total service function value. So it is clear that the engineering's damage on the indirect utility value of marine ecosystem service function is the largest.(3)In the indirect utility value loss, the value loss in oxygen supply and gas adjust takes about 3.8% of the indirect utility value loss; the waste disposal value loss accounts about 43.3% of the indirect utility value loss, while the cycle of nutritive materials loss occupies about 52.9% of the indirect utility value loss. So it is obvious that the cycle of nutritive materials loss is the largest, while the waste disposal value loss takes second place in the indirect utility value loss caused by engineering.It can be concluded from the research on the value appraisal system of marine ecosystem service function and result of case study, a systematic understanding of marine ecosystem service function and value plays significant role in laying down marine policy, reasonably developing and using ocean resources and realizing the sustainable development of ocean resources.
