First the dissertation makes an analysis of the situation of liquid chemicals transportation in bulk of China, choosing ocean environment and ecosystem damage as the research subject.In the past, the treatment of chemical spill accidents in China, were mainly paid attention to the direct environmental loss, including the cost of accident investigation and contamination cleanup, the loss of belongings and fishery resources, but the research on the more severely loss of marine environment value hasn't extensively been outspreaded. On the premise of inadequate compensation for environmental and ecosystem damage, the purpose of this dissertation is to build a set of assessment programe and index system for chemical spill pollution damage to marine ecosystem, which is scientific and feasible.By analysing of the environment and ecosystem damage, choosing environment capacity and service function as the research subject, the assessment methods to ocean environment capacity and the calculation ways of losing were studyed, the relationship between ocean environment capacity and the expenses of the dirty water disported were considered and the self-cleaning cycle was introduced , the compute formula assessing the ocean environment capacity damage was derivate. According the study of The Average Public Value of The World Ocean Ecosystem System, classifing the ocean ecosystem system of the sea area polluted, the ocean ecosystem serving fuctions damage by ocean ecosystem assessment index system was assessed. Ningbo-Zhoushan port as an esample, the rationality, validity and feasibility of assessment to ocean ecosystem was finally practiced.In the end, the paper got the conclusions of the study, analyzed the deficiency and gave the view of the aim of the rearch. The considered more scientific and reasonable ways of assessment of ocean environment and ecosystem damage for chemicals pollution from ships in the next study was disscussed in the paper.
