Japanese security specialist, stated that the coalmine accidents were caused by human error in the process of production. The massive statistical data from home and abroad indicated that more than 70%-90% of the total accidents resulted from the unsafe actions and more than 80% of them from poor management policy and the stuff's violating regulations . Therefore, it is a instructive and realistic effect on safe production of coalmine to study the reasons and preventive measures caused by personal factors.After the research of causing accidents theory and the personal accidents mechanism, we gained that the main reason of personal accidents was human error, which included six kinds - human's physiology and psychology, human's quality, mechanical devices, environmental factors, management factors and education-training factors. Comparing the statistical analysis methods of Chinese and American accidents, we introduced a new method of statistical analysis on accidents according to human error for the first time. And in this way we have made statistics on the accidents of coal mines in some areas from 2001 to 2006. Based on statistical analysis, we analyzed the Gray Connection of the six misbehaviors due to personal factors according to Gray System Theory. The results showed that the most connections with the accidents were the training, the management, the mechanical device factors, which consisted with the principle put forward by coalmine enterprises that management, equipment, and training should be of same importance, and which provided sufficient theoretical basis for our policy formulation of mining safety tasks. Considering the Gray Connection analysis and the coal safety in production situation together, we got the idea that in the new stage, the safety education and training should be put in the first place. In this paper, we proposed the safe training strategies and the methods.Used of multi-disciplinary theory that the Analytical Hierarchy Process, a gray system theory, fuzzy comprehensive evaluation theory, based on the actual investigation of a mine accident case, we established a gray fuzzy comprehensive evaluation on the human error in the mine accidents due to personal factors. It provided a theoretical basis for preventing and controlling the occurrence of the coalmine accidents due to personal factors. To evaluate and analyze human error in practical application of the theory will help further enhance the understanding of the human error, strengthen safety management in mine enterprises, prevent the accidents from happening and promote harmonious social development.
