Rapid development of industrial civilization has brought great pressure to the global climate and ecological environment,the most significant influence is the increase ofCO2 emissions.Meanwhile the city as the centre of industry production and human living,naturally became the main source of carbon emissions.Therefore controlling carbon emissions in cities has become the top priority of emission reduction.The construction of low-carbon cities already became the important measures to alleviate contradictions around the world,and low carbon construction level evaluation has the great significance of the study of carbon emission levels and improvement of the state of low-carbon city construction.Based on the relvant statistical data collected in Anhui Province,this paper used specific methods to evaluate the construction level of low-carbon cities from 2013 to 2017,also used three different scenarios to predict the long term carbon emisssions and energy consumptions.According to the analysis results,relevant problems are summarized and policy suggestions are put forward.This paper,about the low carbon city construction,summarizes the relevant concepts and corresponding theoretical basis,and adopt comprehensive coefficient method calculates the level of carbon emissions in Anhui Province,using panel data model for the province's five years the main factors affecting carbon emissions were roughly analyzed,and by building a low carbon city development level evaluation index system,combined with principal component analysis,analytic hierarchy process and cluster analysis,the 16 cities as five years of carbon construction level are analyzed in classification evaluation.It can be concluded that the construction of low-carbon cities in Anhui Province has been effective,but it still has great potential for development,resulting in unreasonable industrial structure and low energy utilization rate.The problems of unbalanced regional development are the highest comprehensive evaluation in Hefei and the most unfavorable development situation in Fuyang.Based on the scenario analysis we use three different scenarios which are Low-carbon Scenario,Business as Usual Scenario and Optimization Scenario to predict carbon emissions and energy consumptions.However,under the Low-carbon Scenario,in 2050 the carbon emissions and energy consumptions will be 21622.64Mt and 18926.68 Mt Standard coal which compared with other two scenarios are much lower.Therefore,developing under the Low-carbon Scenario will provide security and foundation in Anhui Province in the near future.This study has a certain reference value for the evaluation and development of regional low-carbon city constuction.
