The water environment problem has close relationship with economic development and living quality of people. It is also treating key point at present in China. It is very necessary to strengthen environmental management, present situation evaluation and forecast planning of water environment.The paper summarizes the developing status of water environment present situation evaluation and the characteristic of all kinds of evaluation methods, and developing process and application current status of mathematical model, investigates environmental background and main pollution source in Gujiao section of Fen river and evaluates pollution source. On the base of analysing the resreach area amplely, we assess the water quality of GuJiao section of Fen River by the method of Fuzzy Transformation,Grey Situation Decision Method used weighted entropy and Matter Element Analysis. The identical evaluation result shows river section of studied region has been polluted badly, water quality reaches to that kind of V and has lost intrinsic function. The paper establishes one-dimensional water quality model, according to river characteristic of Gujiao section, forecasts water quality using model of water quality, and puts forwards optimization control planning for anabranch pollution sources. The result ofers academic gist for general treatment and management in Gujiao section of Fen River and has application value definitely.
