The Programming Investigation Of Environmental Pre-warning System Of Dalian City

In recent years, sudden environmental pollution accidents are gradually rising in our country. Environmental pollution problem has become one of the serious social problems that human beings are confronting with and it can not be neglected, and be highly regarded. Constructing Dalian city's environment preparedness and response system are the important means to improve the emergency treatment capacity of the city to deal with sudden environment pollution accident and that of the resist environment risk and self-saving.In this paper, it was briefly reviewed that the general situation and development trend of the construction of pre-warning and Emergency Response System at home and abroad. By comparing the emergency management to the sudden environmental pollution accident at home and abroad, it was demonstrated that there was a gap between the developed country and ours. Combining the concrete data, the Dalian's status of the environment risk was analyzed. In view of the sudden environmental emergency accident's management status of Dalian city, we proposed a construction method about Dalian city environmental pre-warning and emergency response system.The problems existing in the Dalian's environmental pre-warning and emergency response system were analyzed. The construction target and principle on the environmental pre-warnings and emergency response system of Dalian city were discussed from several aspects, including the environmental emergency function analysis, key operation analysis and the approach to deal with the emergency accidents and so on. Moreover, the management status of the environment emergency accident was clarified, by analyzing the Dalian city's conditions and management of the important environmental risk fountainhead.Base on the above analysis, we designed the Dalian city's environmental emergency pre-warning and emergency response system's programming from the overall systematic framework and applying systematic design. The overall systematic frame includes the construction mode and overall structure. We described the two sides of the applying system design differently: function summarize and forecast the structure of the pre-warning and response system, and then we detailed the Dalian city's environment emergency pre-warning and response system's actualization from several sides, such as the actualization guarantee, actualization plan and item budget. This study has a significant reference to the relative actualization department. We can construct an environmental pre-warning and response system, which has monitoring, forecast pre-warning, information report, assistant decision-making, Dispatching commanding and summarization evaluation function by analyzing, designing and putting the environment emergency pre-warning and response system into practice to effectively improve the ability to deal with the sudden environmental pollution accident.
