Since the 21 th century,our country has been frequently affected by various kinds of large scale emergencies,such as natural disasters and public health events.Specially,the "SARS" epidemic in 2003,the 2008 Sichuan earthquake,the April 20 th Ya?an earthquake in 2013,as well as the August 8th Jiuzhaigou earthquake in 2017 brought us greater impact.It is vital to choose a reasonable distribution route for sending the emergency materials to each disaster area.Against this background,this paper aims to establish an emergency logistics vehicle routing problem model while considering the demand urgency so that the route of emergency material distribution can be reasonably planned,and the emergency resources also can be fully utilized.Based on the review of the current situation,research status and basic theory of the vehicle routing problem of emergency logistics,the evaluation index system of the demand urgency was established,and evaluate indexes including the number of people affected by the disaster,the number of injured people,the area of road damage,the building's damaged and the ratio of material gaps were put forwards.The vehicle routing problem of emergency logistics was analyzed systematically.The demand urgency of material demand point was proposed as an influencing factor for vehicle routing problems.According to the characteristics of emergency logistics,this research analyzed the composition of the total distribution cost of the emergency logistics enterprise by adjusting the parameters of time window and referring to the logistics industry standards under development.And the total distribution cost of logistics enterprise which consists of vehicle running cost,delivery delay penalty cost and subsidy cost without delivery delay was constructed.Considering with the problem description,hypothesis,function declaration and constraints,this research developed the vehicle routing problem model of emergency logistics based on the demand urgency which takes the minimum total distribution cost of logistics enterprises as the optimization goal.The software platform such as SPSS,Yaahp and MATLAB were used in this paper.And on the basis of the example data,this research verified the correctness and validity of the model by using the analytic hierarchy process(AHP)for solving the demand urgency of the material demand point,and the genetic algorithm(GA)was utilized to solve the vehicle routing problem of emergency logistics considering the demand urgency.
