With the rapid development of the world, nature resource have been evaporating rapidly, pollutions have been worsening, and eco-environment has been deteriorating. More and more countries have realized the importance of ecosystem of environment and nature resources(include energy), Biomass resource is one of the most important sustainable resources all the time, which takes the fourth place in the whole energy consumptions system all over the world.This topic is established on the integration of theories and methods of environmental economics. It adopts multiple theories and means with integrated theory and practice, and bases on systemic review over interrelated domestic and abroad investigations. This paper takes biomass power generation system as a research object, evaluates the impacts of this system on environment by a calculation model of environmental costs. The result shows that environmental cost of biomass power generation project is 16941.7~8583.6 thousand RMB per year, which consists of the loss caused by air pollution 4949.1~6591.0 thousand RMB per year, water pollution 11900.8 thousand RMB per year, and the direct economic loss caused by solid castoff pollution 91.8 thousand RMB per year. Besides, this paper attempts to provide a detailed analysis for environmental impacts of four kinds of electricity generation to compare their environmental costs, which are electricity generations based on coal, gas, nuclear and biomass. The result demonstrates that the external costs of new energy power generation such as nuclear and biomass are lower, while the environmental costs of electricity generation based on coal and gas are high. The maximum of environmental costs is the electricity generation based on coal 0.11072RMB per kWh, while the minimum is based on nuclear 0.000321 RMB per kWh, The others are based on gas 0.01928 RMB per kWh and based on biomass 0.00675 RMB per kWh. Based on the advanced experience to develop biomass industry in European Union, the end of this paper points out proposals on improving biomass industry in our country.
