Study On The City Ecological Construction Of Lu'an City, An Hui Province

With deepen the strategy of sustainable development and form of scientific development outlook,the government pay more attention to the idea of pushing on the building of harmonious society by the guidance of "scientific notion of development". Local governments try to find out various ways and means that suit to local economic, social and environmental coordinated growth. Some provinces and cities are making experiments of ecological province or ecological city that aim to abandon the unsustainable development mode of sacrifice environment,change the passive situation of pollution at first and control later or destroy at first and recover later and initiative explore a way that suit to our country's situation and local reality and coordinate economy, society and environment.Lu'an city, located in western of Anhui Province, has a good geographic conditions and ecological environment, but in recent years, with the process of the urbanization speeding up, some problems to the ecological environment has arised, so building ecologica city is the only way. Eco-industry, eco-culture and eco-environment are most important factors in construction of eco-city. The goal is to build the pattern of develop circular economy, resources economy, knowledge economy, to speed up the progress in society and to achieve the harmony of economic and environmental benefits.In this paper the advantages frame and constraints strategic position of ecological Lu'an is discussed. Index system of eco-city is constructed, and ecological function of city is planned. The paper also develops the ideas and schemes of planning ecological agriculture, industry and living environment of Hume being. Eventually, the implementation and management system is given to ensure the performance of constructing Lu'an as an eco-city.
