With the advancement of the "One Belt,One Road" strategy,China's ports are developing at a high speed and port traffic is becoming increasingly busy,which bring new challenges to the navigational safety of port waters.The navigation safety affects the port benefits and sustainable development directly,so if navigation accident of large oil tankers occurs,it may cause huge losses that are difficult to estimate.Therefore,it is particularly important to analyze the navigation safety and reduce the incidence of oil tankers in port waters.Take the navigation safety of oil tanker in Jinzhou Port as the research object and the improvement of port navigation safety as the purpose,this paper is going to carry out a comprehensive safety evaluation.Firstly,the basic conditions of Jinzhou Port's natural situations and port facilities will be introduced.Secondly,comprehensive and thorough analysis will be carried out from four aspects:human factors,ship factors,environmental factors,service and management factors,then based on which the evaluation indicator system of navigation safety of oil tankers in Jinzhou Port can be established and the evaluation index weight of the water area can be obtained through the Analytic Hierarchy Process(AHP).The navigation safety evaluation of the oil tankers of 101 berth,301 berth and 502 berth in the water area was carried out by set pair analysis(SPA),and the evaluation results are all "safer".Finally,it can be obtained that the evaluation results of oil tanker navigation safety of Jinzhou Port are all "safer".Through the analysis of evaluation results,safety measures of oil tankers in Jinzhou Port can be put forward,which provide scientific and reasonable suggestions for improving the navigation safety of oil tankers of Jinzhou Port.
