Assessment Study On The Economic Loss Caused By Water Pollution In Heilongjiang Province

Water Pollution has seriously affected the society and people's lives, damaged the social welfare and hindered the sustainable development of economy. Conduct the assessment study on the economic loss caused by water pollution and express the extent of the various forms of damage with uniform monetary form is a basic work for the scientific decision-making so that the sustainable development can be achieved. Conduct an assessment study on the water pollution economic loss of Heilongjiang province, can not only help people to quantitatively understand the severity of the water pollution in Heilongjiang province and the effectiveness of the environmental policy, but also can provide information support for the government to make relevant policies.This study compares various domestic and foreign calculation methods of the pollution loss , including human capital method, opportunity cost method, engineering expense method, replacement of market value method, recovering expense method, investigation judging method, etc.; then use these methods comprehensively, and combine with the theory of environmental economics at the same time, use the data of various relevant Statistical Yearbook, and calculate the water pollution economic losses of Heilongjiang province in 2005 by determining the corresponding parameters according to the varied kinds of the losses.Through the primary estimation we can obtain from this paper that the total water pollution economic loss of Heilongjiang province in 2005 is 14.956 billion yuan, which accounts for 2.71 percent of GDP in Heilongjiang province. In the four losses, agricultural pollution loss is 6.276 billion yuan accounting for 41.96 percent, which is the biggest pollution loss; industrial pollution loss is 4.874 billion yuan accounting for 32.59 percent; hurm healthy loss is 3.367 billion yuan accounting for 22.51 percent; and service industrial loss is 439 million yuan accounting only for 2.94 percent, which is the smallest part of the losses and it will also be the part with the fastest increasing for the implementation of relevant policies in the last few years.The control and management of the water pollution of Heilongjiang province is a comprehensive system project. In the premise of clarity of property rights, the regionalization for water function and waste water reuse should be managed as well as the implement of macro-control of the pollution. Pollution sources including industrial emission, agricultural nonpoint source and domestic sewage should be dealt with efficiently concerning the macro-control strategies and the actual situation of pollution. Adopt a series of technical means, promote the source governance and control technology, promote clean production technology and the green industry, and speed up technical transformation of enterprises and the readjustment of industrial structure pace, and further promote the social, economic and ecological sustainable development in Heilongjiang province.
