But the current international and domestic in the evaluation of the economic consequences of the water pollution in the research of this field is not enough mature, the fledgling, so has yet to work out a scientific and widely used evaluation methods, combined with the lack of basic data and various inevitable conditions, assessment of the economic consequences of the water pollution is still to make it more fullness.This article, from the perspective of the loss caused by surface water pollution accident, multidimensional analysis, combing out the content of the loss caused by water pollution, and then set up the index system of cost accounting, and is suitable for the current assessment method to estimate the loss of water pollution accidents: decompose summation ideas of market value method, cost method, opportunity cost method, replacement cost method, human capital method, carbon tax and10kinds of methods, such as industrial oxygen cost method, and econometric method of solow equation method, the fuzzy mathematics method and results of reference method and synthetic method. Finally through multiple perspectives multi-level analysis of loss of content, thinking out and adapted to assess content evaluation method, to make the estimate result more scientific. Can help the related prevention department timely take effective measures to minimize the economic loss of water pollution accidents to the lowest point, also for the judicial and administrative departments in the judgment of a water pollution accident, mediation and processing to provide evaluation standards and economic losses."While this article as the data and condition limit, can’t make cases caused by the loss of the comprehensive quantitative data, but through the study of this article, we can understand more clearly what are the losses and its source, thus we should use what method to quantify provide reliable basis, and combining with the practice, finally it is concluded that the data is more scientific and feasibility.
