Study On Western Urban Environmental Protection Countermeasures

Strengthen urban construction, not only to promote rural economic development, play connect major cities and rural towns as a bridge of communication, integration of urban and rural economy, eliminate the dual economic structure, but also to accelerate the pace of urbanization in rural areas, promoting rural social, economic and cultural development, coming on a new leap in agriculture. Meanwhile, the development of urban is an important measure, what can also raise development levels of national socio-economic, achieves the road of urbanization with Chinese characteristics.With the rapid development of urban, the lack of effective planning and management, environmental problems have affected the healthy development of urban. Because there are many towns in China, the differences of every urban are large, such as the natural environment, population density, level of socio-economic, that the state of development and environmental issues in the western is not consistent with the urban. This thesis mainly discusses environmental problems while the western towns are built. Firstly, through data collection and research, understanding the development of town's and environmental problems. Then, analyzing environmental problems, to explore the root causes of them, which come to basic countermeasures of environmental protection. Finally, taking Kangding as an example, making an environmental planning for it.Urban environmental problems are caused by a variety of factors, including (1) urban environmental planning lags behind the development (the lack of reasonable and workable environmental protection plan); (2) urban environmental management system is unsound, the policy is not in place, law enforcement efforts are not enough; (3) some leads,individuals and units have a weak awareness of environmental protection, concerning importance of economic development indicators, neglecting protection of environment.In response to those urban environmental problems, this thesis presents the corresponding countermeasures and suggestions: (1) the preparation of environmental protection plan; (2) to enhance the comprehensive harnessing of urban environment; (3) enhance the environmental awareness of enterprises and residents; (4) to draw up corresponding laws and regulations. By comparative analysis, we known the most effective countermeasure of urban environmental protections is to do a reasonable environmental protection plan.This thesis is based on the environmental elements of Kangding County environmental planning, including water planning, atmospheric environmental planning, solid waste planning, noise environmental planning, ecological environment planning. All the plans are based on the state of environment from research, to ensure the validity and enforceability of it.
