Research On Urban Environment Safety Countermeasures For The Development Planning In Changsha City Of China

The consequent urban environment security issue becomes one of the important research topics in urban planning with the rapid development of urban construction in China. The study of the degree of coordinated development between urban development and environmental safety can provide a reference to solve the environmental safety problem. The Model of urban Development and Environment security coordination development degree is used to analyze the coordinated development of urban development and environmental safety study from2001-2010. Main work and conclusions are as follows:(1)The coordinated development degree between Changsha Urban Development and environmental Safety from2001-2010, show an upward trend, but generally less than0.60, which proves that the development of urban development and environmental safety is moderate condition, and environmental construction lags behind urban development that requires the more environment construction in Changsha.(2) The analysis to the main influencing factors of environmental safety of Changsha City prove that the consisting of the lack of planning, the imbalance of the industrial structure, unreasonable urban structure and layout all result in the air, water, noise and solid waste pollution levels and affect the urban living environment.(3) The suggestions to improve the environmental safety of Changsha City are recommends as follows:1) emphasis on planning and protection of the environment, and the public participation;2)it is adopted such as planning regulations, administrative examination and approval process, adjustment of the control plan indicators, to effectively protect urban green space;3)at the technical level, the combinations of new ideas environmental protection and improvement with the technical platforms of ARCGIS and AUTOCAD improve the urban planning;4) The one-node mode of "network, a library, a platform architecture" is used to managed the environmental data, to provide the fine, accurate and enough data for the environmental planning;5) Better adjusting of the layout of the city and energy structure, is to effectively protect the ecological.
