Study On Established And Demonstration Of Strategic Environmental Assessment Indicator System

Strategic environmental assessment (SEA) is the application of environmental impact assessment to strategic (in terms of policy, plan and program) levels. From the theory of sustainable development, the theory of recycling economy and the theory of system set the environmentally sustainable development as the goal.The indicator of SEA have science, feasibility, sustainable development, independence, relevance, hierarchy, regional policy maintenance, combination of static and dynamic indicators, sensibility and measurability feature. Thus, the design of indicator system for SEA should be well catered to both sustainability and equity in sustainable development. Such indicators clarify the assessment content of SEA and help to carry out appraisals for both development and effect of strategies on environmental sustainability and provides basis for decision-makers of strategies. Indicator system for SEA will supervise the obvious problems of population, resources and environment in targeted strategic areas and analyze such problems and contradictions by rationally appraising its environmental sustainable development, then finally, it will provide information to management levels to take relative measures to solve such problems and it will also provide references to the making the final establishment of regional environmental protection planning and resources exploitation policies. Structure model of indicator system for SEA can be concluded as a hierarchic indicator system based on Driving force-Pressure-Status-Impact-Responses (DPSIR) model.According to the characteristics of indicator system for SEA, the weight of indicators can be defined by Analytic Hierarchy Process; then established fuzzy comprehensive assessment model by fuzzy evaluation, implement quantitative evaluation to environmentally sustainable development capacity.Finally, taking example for the Hengshui City Water Resources Scheduling Optimization Integrated Planning, established the indicator system for strategic environmental assessment.
