China began to implement the "People’s Republic of China EnvironmentalImpact Assessment Law" in2003, the provisions of planning environmental impactassessment must be carried out. Planning environmental impact assessment refers tothe planning stage, the possible impact on the implementation of environmentalplanning analysis, forecasting and evaluation, proposed to prevent or mitigate adverseenvironmental impacts of policies and measures, and methods for monitoring andtracking system.The rapid development of industrialization led to the rapid development ofurbanization, the contradiction between economic development and environment hasfurther expanded. City will be to sustainable development, must carry on thereasonable planning. In the process of planning, we should consider the economic,social and environment, the environmental impact assessment into the city overallplanning decision, is of great significance to promote the sustainable development ofthe city. Therefore, impact assessment and the overall planning of the cityenvironment combined, is an important way for the sustainable development of thecity planning.The Zhangye city is a typical oasis town in arid areas of northwest China. Thereare full of water resources in the city. But according to an uneven space-timedistribution its per capita water resources utilization is low. The seriousness of waterconsumption of Industry and agriculture affect the construction of Zhangyewater-saving society process badly. With the expansion of the built-up area,concentration of population and rapid development of economic water resourcesbecome the most crucial factors which restrict the development of the society.Inorder to coordinate the sustainable development of economy, society, life,environment, and feedback effective information of the formulation andimplementation of overall planning of Zhangye city, there are important theoreticalsignificance and scientific value to assess comprehensive environmental impact ofwater resource with the overall urban planning.The thesis research the overall urban planning of Zhangye city. The researchobject is Zhangye built-up area. Build up a comprehensive evaluation index system of environmental impact from water resource, environment, society and economy. Thethesis uses the Analytic Hierarchy Process (AHP) to determine each index weight anduses the Fuzzy Comprehensive Evaluation method based on water resource carryingcapacity to evaluate the comprehensive environmental impact of water resource withthe data of current year (2012), recent planning year (2015) and long-term planningyear (2020). The thesis analyses the situation of water resource carrying capacity atdifferent periods. The evaluation results show that the water resource carryingcapacity of current year is overload and there are some serious shortcomings of waterresource using. The recent planning year have obvious progress relative to the currentyear. Therefore, the overall planning is feasible. Through the evaluation results, thethesis puts forward an optimized adjustment scheme in order to make up for theinadequacy of the overall planning and provides a proper scientific mathematicalmodel for the reasonable water resource planning in zhangye built-up area.In this paper, through combining theory with practice and provide reasonableplanning of water resources in zhangye proper scientific mathematical model, toenrich and perfect the planning environmental impact assessment of water resourceshas the certain practical significance and reference value.
