The Application Research For Regional Water System Health Assessment In Henan’s Development Strategic Environmental Assessment

The regional development strategic environmental assessment usuallyfocus on the mutual influence and restriction between economic and socialdevelopment with resources and environment, also plays an important role inthe coordination of economic between social development and resourceexploitation、utilization of relations, as well as the promotion on ecologicalenvironment protection. However, the domestic strategic environmentalassessment evaluated the water resources mainly from the angle of balancingthe supply and demand and water resources carrying capacity as well as theperspective of pollutants analysis and water environment quality, theattention for water ecological is still not enough. The existing evaluationmodel considers only from a single evaluation perspective, researching isinsufficient in the relationship between water environment, water ecologyand water resources assessment. The interconnection between water environment、water ecology、water resources from the perspective of thewhole water system is not complete yet, which makes them fragmented leadsto no impact on the optimization of development strategy as well asadjustment of development strategy. Construction of water resources, waterenvironment and water ecosystem health evaluation index which introducedwater system health assessment into the technology study of the regionalstrategic environmental assessment, building evaluation technology methodof water system dynamic relationship between health and economic andsocial development, enables to improve the defects in the water resourcescarrying capacity research in order to reflect the mutual influence betweeneconomic and social development with the healthy situation of water systemin a more comprehensive, systematical and real way. Therefore, this paper,taking Henan province as an example, the technical framework, major tasks,key indicators and the key method is built in view of the regionaldevelopment strategic environmental assessment requirements from theperspective of the process of reasonable allocation of water resources andwater environment in strategic development area and water conservation.The main research contents and conclusions are as follows: combinedthe "Pressure-State-Response" model with the "natural condition limitfactor-river basin ecological health indicator factors-human activity impactfactor" model. Constructed Henan Province health evaluation system named"water environment subsystem-water resources subsystem-water ecologicalsubsystem" and made a health assessment for the regional water system. Designated level evaluation, divided the indexes of health into five grades aspathological, unhealthy, healthy, sub-healthy, very healthy, the entropy valuemethod is adopted to determine the index weight. This method ensures theobjectivity of the index weight in a good way. The results of the healthevaluation on the water system of Henan Province from2002to2011whichdone by the fuzzy comprehensive evaluation method shows that waterresources, water ecology and water environment subsystem of HenanProvince are in unhealthy status during most of the years. In the past decade,the whole water system is in sub-health state. This indicates that theeconomic development mode in Henan Province is not desirable; planningsituation development scale is still too large, the problems of excessivedevelopment of water resource, the severe water environmental pollution, thelack of water conservation is still existing. According to the results ofanalysis and evaluation, it puts forward to firmly implement "The moststringent water management system", strictly abiding by the three red lines,controlling pollution enterprise development scale, adjusting industrial layout,optimizing industrial structure and so on. Take countermeasures ofsustainable utilization of water resources such as strengthen water saving,strengthen the protection of water environment and timely implement virtualwater strategy.In this paper, based on the analysis and evaluation of the application inwater system health assessment in the regional development strategicenvironmental assessment, the effects of regional development to the water system health are reflected in a more comprehensive, real and systematicalway. The health evaluation assessment of water system which constructed inHenan Province reflects the relationship between water resources, waterenvironment and water ecology within the water system. It also contactshuman economic activities in the system with the whole system interferenceas well as the natural response correctly. Constructed technical framework,procedures, methods in the water system health assessment of the regionaldevelopment strategic environmental assessment, can guide the regionaldevelopment strategic environmental assessment in actual water footprintanalysis and evaluation work, and finally reveal the irrationality ofdevelopment scale and development speed of economic society. In addition,it also can provide theoretical support and adjustment basis for HenanProvince, as the key area in central plains economic zone in order to achievethe three security strategic goals.
