In this paper, the desulphurized fly ash from a power plant produced by Limestone Injection into the Furnace and Activation of Calcium(LIFAC) dry-process was used to make cement as blending component. The influence of blending LIFAC desulphurized fly ash into cement on the following cement properties were investigated, such as apparent consistence, setting time, soundness and strength etc. The technical scheme of using this desulphurized fly ash as blending component was proposed, and the appropriate quantity of desulphurized fly ash was determined.The results showed that it is feasible to uas LIFAC dry-process desulphurize ash as cement mixture. The introduced of desulphurize ash has effect on retarding setting time, especially on final setting time, and that gypsum played a very important role on adjusting initial setting time. The introduced of desulphurize ash had little effect on apparent consistence and soundness of cement. While the content of desulphurize ash set between 5%-12%, the bending strength and compression strength of all cement age changed little. The appropriate content of desulphurized fly ash in cement should be no more than 12%. In practice, the technical scheme of mixing both desulphurize ash and fly ash should be put above.
