Study On The Ecological Economical Compensation Method Of Petroleum Resource Exploitation

Nowadays,the researeh on eeological compensation is the hot field.The eeological economical compensation is the important part.The Paper took the petroleum resources as the researeh subjeet,and tried to take there seareh on charge Policy of petroleum resources for eeological economical compensation as the breakpoint,and then established eeological economical compensation mechanism far-reaching in such field. This woule control the ecology destroy that was brought by petroleum resources exploration.The paper summarized the researches and acts on eeological economical compensation in those developed countries and our conditions and also proposed the problems in putting such mechanism into force.With the help of the theories of exterior non-economy,public goods and property right,the paper systematically analyzed the theoretical basement of eeological economical compensation on petroleum resoures exploration. Based on the character of petroleum resources and direct economic damage ,in direct economic damage ,at the same time ,use ecomical correction coefficient, partition different ecomical develop area ,established the methods of the charges on eeological economical compensation. The research work of this paper could provide us some reference in establishing eeological economical compensation on petroleum resoures exploration. Nowdays,forest eeological economical compensation is integrated part, consequently,based on fuyu area impropriated forest condation, compared the different method ,to discuss the usage of the new method.Finally,the paper took the representative petroleum resources regions that Loeated at Jilin,qian'an daqingzijing,Based on the data collected in the investigation of suchPlaces,the paper estimated the Eco-ComPensation standards that were suitable to sueh areas,The results of the examples study showed that the charge fees in theregions of this area is 0.45% to the average petroleum Priee,and the charge fees in the regions is under the reasonable range and the eompanies could totally accepted.It can be accepted by enterprises. In view of the systematieal researeh on charge poliey of ecological eompensation in petroleum resourees,the work of this paper could provide ussome Reference in establishing the Eeo一Compensation mechanism in mineral sresourees field.
