At the beginning, major coal mine accidents recently occurred in China and the production safety statues in world major coal producing countries[0] are reviewed in this paper. Although the present coal mine safety status in China has been improved, the situation is still very serious; Through analyzing the current study situation about coal mine safety management both at home and overseas comprehensively, it showed that human's position in production safety is very important, and to study human PSI has important theoretical value and practical significance to production safety and safe-nature mine pit construction.Then, through analyzing complex characteristics, such as poor mine operating environment, low culture quality of practitioner, low mechanized level, high labor intensity and terrible living condition, it discussed the influences of coal mine production and living environment to practitioners'(miners') Physical power rhythm, Mood rhythm and Intelligence rhythm, and got the conclusions that the miners (especially miners on the excavation forefront) had factures as: the overall Intelligence rhythm is lower than other industries; the hard period of Physical power rhythm phase is frequent and long; the Mood rhythm is changeable and its changing extent is greater than Physical power rhythm.In the end, on the one hand, this paper qualitatively discussed the influence of human PSI to coal mine safety production in terms of emotion, intellect, physical strength; on the other hand, taking Zaoquan Coal Mine, Qingshuiying Coal Mine and No. 2 Ziyaobu Coal Mine as examples, it has done some empirical research on the influence of human PSI to coal mine safety production by utilizing the built hierarchy fuzzy comprehensive evaluation model and the reliability evaluation method of miner's operation, and the result is in line with the reality.
