In any development of a region, economy developing is the most important, because of thedevelopment and utilization of mineral as a pillar of economic area, especially area of mineralresources output gradually reducing.So planning of mineral resources industry chain will affect thefuture of sustainable development and the high level development.The development of recycling economy, taking the road of sustainable development hasbecome the consensus of all countries in the world and was identified as the main strategicobjectives of many countries. According to our basic national conditions putting forward thedevelopment of circular economy, the construction of a conservation-oriented society needs theimplementation of the strategy of sustainable development.The eighteenth National People’sCongress clearly put forward the circular economy related policies,improving the circulareconomy promotion law, establishing and improving the recycling economy standards andmetrology testing system; strengthening the management and supervision of implementation ofcircular economy.Extending the industrial chain is a key link in the development of circulareconomy.Industrial chain planning is an important part of the development of circular economyplanning.The minerals resource type city will face a series of problems of serious pollution,wastingresources which should be adjusted economic structure.With the development of circular economyis opposite.
