As the thinking going deeply, evaluation of cleaner production has become increasingly important. However, at present, only 25 China's industry promulgated the cleaner production standards, and to the current level of assessment of cleaner production, most are qualitative single analysis indicators and comprehensive quantitative evaluation are less. The oil industry has not yet carried out comprehensive evaluation index system of cleaner production fully. In the whole process of oil developing, drilling is the most important and most complicated key process, which has a longer period of construction and has the largest energy consumption. Dilling has also brought tremendous pressure to the environment. It can increase production efficiency in drilling industry, reduce environmental pollution, and can save energy, lower consumption, reduce pollution and increase effect by doing comprehensive evaluation of cleaner production to oil drilling industry. Developping comprehensive evaluation index system management system by using computer technology can improve the efficiency of cleaner production evaluation. Therefore the establishment of the clean production management system of oil drilling industry comprehensive evaluation system has important practical significance to oil drilling industry.Based on the analysis of the oil drilling industry processing and on the basis of sewage linking, under the guidance of cleaner production standards promulgated by the State Environmental Protection Administration (Environmental Protection Department of People's Republic of China), This paper established evaluation index system from 5 part of the technology and equipment, resources and energy useage, pollutants production, waste recycling and environmental management. Get the weights of indicators through the delphi and statistic data by level of analysis methods. At last constructs cleaner production evaluation system of oil drilling industry. It can determine integrated level of drilling industry's cleaner production through practical verification. In order to improve the efficiency of the evaluation of oil drilling industry, the cleaner production evaluation management software of oil drilling has been set up using VB.NET. It includes four parts: project management, asset management, integrated statistical and system parameters management. The soft can achieve accurate evaluation, query and statistical functions. The system will give the cleaner production's evaluation results in the shortest time and take advantage of the construction of cleaner production of oil field.
