As an old industrial base, Harbin city is facing the double pressure of environmental protection and promoting economic growth. The traditional industries ecological transformation is necessary to solve the present predicament for Harbin city. Therefore, it is important to study the problems and discuss the role which the government should play in Harbin industry ecologization, and this will be of great practical significance to promot the process of Harbin industry ecologization.The research put the empirical analysis in the existing problems in Harbin industry ecologization with survey being the main method, construct the governance model, and make recommendations to improve industy ecologization. The thesis can be summarized as the following three parts: Firstly, problems were put forward through introducing the defects of the traditional industries developmental model and the existing literature review, and the concept of industry ecologization was defined on the basis of related theory analysis; Secondly, based on ecological factors relevant theory, technology,enterprise,market and the government are put forward which affect Harbin industry ecologization as the major factors and is a framework to put the empirical analysis in the existing problems in Harbin industry ecologization.Then, by means of the analysis between the government and every relevant factor, the thesis discuss the government role in the traditional industries ecological transformation and construc the governance model in Harbin industry ecologization; Finally, based on the governance model framework, the thesis analyzed the problems in Harbin industry ecologization and put forword the corresponding policy recommendations.
