The safety issue of production has become more and more important with the development of petrochemical industry production towards high-temperature and high-pressure and macro-scale operations. The predict danger, harmful factors and potential results and degrees of hazard that are in the engineering and systems are seeked and analyzed through developing safety assessment.Then the feasible safety measures are put forward, guiding the hazard source supervision and the accidence preventions, so as to attain the lowest accident rate,least loss and optimal safety investment benefits.The development of safety assessment can promote realizing essential safety production,realizing the whole process safety control and building up the optimal project of the system safety,can provide the basis for the decision maker, and can create conditions for standardization and scientification of safety technique and safety management.Thus,safety assessment has the important strategic significance to the safeguard of people's lives and possessions and the prosperous development of social economy.This thesis elaborates the primary content and method of hazard identification,the concept, rule,process and method of safety assessment. A suit of safety assessment system fit for the oil and gas early processing of the system is established in the basis of consulting the research results of safety assessment at home and abroad,according to the practical production character of crude oil stabilizer system since the medium of each production equipment of crude oil stabilizer system has the hazard property of combustible,explosive,leaky and filtering. Adopting failure mode and analysis method(FMEA) in equipment and facilities, using operation hazard analysis method(JHA) in operational process, adopting workplace hazard evaluation method(D=LEC) in operating positions, develop hazard identification and qualitative assessment in crude oil stabilizer system. The method of Dow Chemical fire hazard and explosion index is utilized to quantitatively calculate and evaluate the fire explosion danger of crude oil stabilizer system.The evaluation processes and calculateing steps of the fire explosion index are introduced.According to the real conditions, the danger coefficient and safety compensating coefficient of each unit are defined,and the safety assessment result of the unit danger analysis is obtained.On the basis of hazard identification and qualitative and quantitative assessment results,in view of the existent fire hazard explosion and filter of each production equipment and operation segment in the system,the relevant risk protection and insurance measures are proposed.Then attain the optimal safe condition of each unit with lowest accident rate,least loss and optimal safety investment benefits.
