| The Clean Development Mechanism (CDM) is one of the mechanisms under the Kyoto Protocol, which allows the Certificated Emission Reduction (CER) to be traded between the developing countries and the developed countries. The Kyoto Protocol became effective on February in 2005.CDM programs have developed quickly in recent years, many industries have their CDM programs while livestock breeding industry has few. Now most livestock farms in China adopt open anaerobic lagoon to treat the animal manure, and the treatment system is simple and cheap but emits a great deal of greenhouse gases to atmosphere during the treatment process, it not only pollutes the atmosphere but also wastes energy sources. Well, the methane recovery/biogas project can solve this problem. So the methane recovery/biogas project is a good CDM program in livestock breeding industry.CDM program was introduced systemicly including management, participant departments and periods. Methane recovery is studied on the basis of investigation and research of Minhe Co.Ltd. in Shandong Province that had the first CDM program in livestock breeding industry, baseline is looked for, the additionality is trying to be proved, the calculation of emission reduction and data collection of the program is also introduced. During the study of methan recovery in Minhe Co.Ltd, some problems were found including mechanism itself and CDM program implementation. So some logical suggestions were given toward those problems, expected to be avoided in the following CDM projects, to make CDM projects develop better.A great enterprise in livestock breeding industry in Dlian that have potential to implement CDM project was investigated on the basis of the the analysis to the exist problems, and biogas project was the best way to help the enterprise solve the animal manure treatment. Therefore some suggestions and implementation process were given aimed to save the examine and approve time to protect the maximal benefit of the enterprise.
