The Potential Research On Developing The Clean Development Mechanism Project In Hebei Province

With the science and technology progress and the level of productivity enhance, the humanity has created tremendous material wealth.But,at the same time,the population sharp increase,the resources excessive consumption,environmental pollution,ecological damage and North-south disparity expansion and so on are prominent day by day.They become a global problem,and hinder the global economic further sustainable development and swift growth,and even already threaten the future development of mankind and the basic survival.The climate change is listed as the head of the global ten environmental problems.In order to mitigate global climate change, the international community adopted the "Kyoto Protocol",which identified three kinds of mechanism among the various countries.There are Joint Implementation(JI),Emission Trading(ET) and Clean Development Mechanism(CDM).CDM is one emission reduction cooperation mechanism between developed and developing countries.This article launches in view of CDM,analyses the potential developed CDM in Hebei Province,and will provide the reference for next Hebei Province CDM project development.CDM is one kind of international cooperation in emissions reduction which appeared in the recent years.The article first introduce the CDM systematically,and through the discussions of present situation of the CDM project which has already registered successfully in EB,we have known quite clearly present situation of the development of the project in global,China and Hebei Province.Ordinary risks and CDM unique risks which the CDM project faced are analyzed,and the measure to avoid these risks is proposed.According to the energy distribution and consumption condition in Hebei Province,analyzes that Hebei Province has the potential to develop CDM project.Simultaneously,calculates the CO₂ emission reductions of industrial,electricity power and biogas-pits and the income under the corresponding emission reductions in Hebei Province from 2006 to 2012.Finally,take waste gases utilization for Combined Cycle Power Plant in Handan Iron & Steel Group Co.,Ltd CDM project as an example to explain the development process of CDM project,and introduces the problem which should pay attention in the project development.The research project will contribute to the implementation of the CDM project in Hebei Province,and will be helpful to substantial development of renewable energy projects and energy efficiency raise projects.It will vigorously promote the development of circulation economy in Hebei province,and enhance the consciousness of local government,public enterprises and the community to deal with climate change, and reduce greenhouse gas emissions and develop CDM projects.It will be helpful to construct the Hebei CDM technical service platform,enhance the synthesizing capacity of Hebei Province comprehensively to open the CDM work,establish the broad foreign cooperation relations and channel.It will help enterprises to obtain CDM funds and solve the financing problem of the project.
