Area risk assessment is a transition of the safety management barycenter, which from accident disposition to prevention. It is also a transition of the management method, which from accident management to risk management. It can offer reference for the planning of the city construction and land using reasonably, distribute and adjust the area hazard installations optimized, admeasure the emergency resources such as fire protection and medical treatment efficiently from the strategic height of the area economic continuable development. It is a necessary method to fulfill the whole area safety and development harmony and unity from the macro perspective. It is an important part of the safety assessment too.Area risk assessment method aimed at multi-hazard installations was put forward in the paper based on the actuality of area risk assessment method in and abroad and the main issue in the process, and then testified the assessment method with a concrete example. The assessment method is to comprehensive assess the multi-hazard installations in the area. It analyzed the effect of the hazard installations to the area dweller, the effect among the hazard installations and the superposition of the risks at first, and then calculated the index of individual risk and societal risk and delineated the graph of the risk distribution. It studied the risk acceptance criteria at the same time, measured the acceptable risk using as low as reasonably practicable (ALARP). It provided a reference to the district programming and construction and the safety law making.This assessment method absorbed the thought of grid method. Firstly, divided the planar assessment area into same acreage square grid with certain length in Cartesian coordinates. Secondly, calculated the frequency of the fire and explosion accidents in the area using the normal school diffusion function of the information diffusion theory based on the statistical data of fire and explosion accidents in Dalian City, analyzed the severity of accident aftereffect with Vapor Cloud Explosion (VCE) model and Boiling Liquid Expanding Vapor Explosion (BLEVE) model. Changed the injured area of death area grievous bodily harm (GBH) area and the flesh wound area caused by the fire and explosion accidents into the probability of body death. At last, calculated the individual risk of each grid center with superposition principle, and calculated the societal risk with CCDF and then delineated the graph of individual risk and societal risk in the area with interpolation function.The efficiency of the method is demonstrated by the example, that the area risk assessment method can analyze the area risk distribution efficiently. The exploration work of this paper can offer reference for area plan from macro perspective, which is also significant to improve the engineering level of area risk assessment, to prevent and control the emergency of great malignant accidents effectively such as fire and explosion...
