Along with the Global Economic Integration process speeding up, especially port cargo throughput has made a great leap forward in recent years. "Port economy" has become an important pillar of the regional economic development, and port as an important part of transport systems and International Trade will embrace a more broad prospects for development. However, with port planning, development and construction, the port environmental protection problems caused serious concern to all countries around the world and all circles of society day to day. In China, Large-scale port construction seriously destroyed our eco-environmental quality, causing the change of the marine water quality and flow around the port, the destroy of the habitat of marine birds, fish and other marine life, the contamination of air, water and other environment around the port. Consequently, the launch of the study on Evaluation Index System and calculation of Port Construction Environmental Carrying Capacity is of great significance to the improving of port environmental quality and the maintainability of the port's sustainable economic development.Now, the majority of researches of environmental bearing capacity were focus on soil resources bearing capacity, water resources bearing capacity, tourism environmental bearing capacity, ecological city bearing capacity etc. Most study related to the impact of ports on the environment were about green port and environment impact assessment of port construction. However, less researches have been done on he environmental bearing capacity of port construction. There are some reports about the principles and calculation methods of the index system of environmental bearing capacity, which provided more information to the research of port construction environmental bearing capacity. Based on the previous researches, according to the practical environment of the port, I gave a definition to "port construction environmental bearing capacity" and established the principles of determining the evaluation index of port environmental bearing capacity by using the latest theory and methods. Finally, I finished the establishment of the environmental bearing capacity evaluation index system.Then, I analyzed the advantage and disadvantage of some common evaluation methods used to environment capacity, environment capacity exists several faintness factors and evaluation indexes was discovered, so it is sensible that resorting to faintness integrate evaluation in faintness miasmatic methods to solve the problem. Furthermore, there are plenty of faintness phenomenon and concepts in the evaluation. Therefore, using the faintness integrate evaluation to fix the quantity is a common method. For that, adopting the arrangement analyzer to confirm the right coefficient of the indexes, makes more sense, more impersonal and easy so that improve the veracity of evaluation. The writer adopted AHP-faintness method to research the environment capacity of Tianjin Harbor. The results show that the evaluation scores are all between 2.5 to 3, including the natural condition, soft and hard condition, traffic condition, the social and economic condition, resource and energy condition, the environment pollution lever. The score of indexes are close, belongs to general lever, E3. Relatively, the score of traffic condition and resource and energy condition are lower, the trend of weak is higher. So the two indexes are the mostly limitation factor of the sustainable development in Tianjin city. In the current stage, the rational collocation of energy and resource and improve the traffic condition in the center of harbor should be taken more attention, in order to accelerate the development. At the same time, according the right calculation of Tianjin Harbor environment capacity, the evaluation is 3.12, between 2.5 and 3.5, shows the entire environment capacity of Tianjin Harbor is general lever, namely, the development scale of harbor inosculated generally to the inner condition and social and economic environment condition.Finally, I used the Radial Basis Function (RBF) Artificial Neural Network method to evaluate the water quality of the Bohai bay. The result indicate that the average value of Bohai water quality ranged from 1.0 to 2.0, that is to say, in aggregate the water quality of the Bohai bay achieved Grade II. Although the value of few monitoring points were higher than 2.0 but lower than 2.25. Water quality was lower than Grade II occasionally but the concentration value of all pollutant indexes were well under the Grade III limits, so I say the water quality of the Bohai bay was more close to Grade II.
