The GIS-based Simulating System of Environmental Information system and subsystem of Environmental Risk in Wuhan East Lake are presented. It accomplished by applying secondary development technology of GIS, C# language and component secondary development of MapObjects and design of logic structure with 3-tier C/S model (user Interface-Business Rule-Data Service) based on .NET platform, and managing the data through Shapefile files and Database of SQL Server, and which was supported by Mathematical Module of Environment.Taking Wuhan East Lake as a study sample, firstly an overview design of Environmental Information System of scenic spots is made, including six Management Subsystems of pollution sources, Water Environment, Environmental Risk, Ecological Environment and so forth. Subsequently, the Environmental Risk Simulating System is designed in detail. With the application of UML and Visio Aided Modeling, basing on the analysis of Use Case and through analysis of Domain, the Case Diagram and Class Diagram of the Simulating System are obtained respectively, and the visualization of the Risk-Simulation was realized finally.The system has carried out most of the map operation functions of GIS software, such as amplification, reduction, eagle eye, attribute-based query, location-based query, point, line and plane-based editing and buffer zone analysis etc.Four mathematical modules of pollution diffusion—atmospheric pollution diffusion model (model of abnormal emission, model of dense gaseous leakage) and water pollution diffusion model (model of A.B. Kapayщев, model of lake push flow attenuating) were adopted during the Risk-Simulation Process, which embodies the characteristics of GIS adequately and can simulate the process of Spatial-Time Diffusion actually and exactly when Risk Accidents taking place.The operation of this system is easy, it will create automatically pollution diffusion range and change of concentration in the form of Graphical Platform on the map, which can offer auxiliary decision rapidly and scientifically for staff members.This system have constructed the Simulated System of Environmental Risk, applying C# language, component secondary development of MapObjects and 3-tier C/S model based on .NET platform and paved the way successfully for how to conduct further spatial management of sudden accidents of environment.
