In recent years, the Chemical Industry Park of our country grows vigorously. While bringing about an advance in economic and chemical industry in the locality; it also has brought the new security question. Chemical Industry Park has numerous enterprises and a lot of dangerous sources, but emergency rescue resources of Chemical Industry Park in our country are still imperfect, resources allocate and paths select method relatively backward at present, once the accident happens, existing emergency rescue resources and paths select method can't reach the demand to control the accident, the aftereffect will be extremely serious. So it has a great meaning to modern industry safety that studying on the emergency rescue resources, paths of Chemical Industry Park and developing Emergency Rescue Information System of Chemical Industry Park.This paper analysed the development history and application of GIS, the effect and significance of GIS in the emergency rescue resources and paths, and emergency rescue resources in China's Chemical Industry Park where more major hazard sources exist. Then studied on and chose Dijkstra algorithm to be used in Chemical Industry Park, and analysed the shortest path algorithm of Chemical Industry Park with GIS. The author drew the special map of Dalian Jinzhou Chemical Industry Park with ArcView3.2. Finally took Dalian Jinzhou Chemical Industry Park as an example, MapObjects2.2 and VB.NET were used to develop a GIS-based Dalian Jinzhou Chemical Industry Park Emergency Rescue Information System, in order to query emergency rescue resources of Chemical Industry Park, such as: chemical enterprise information and dangerous source of accurate location and amount in the park, emergency rescue resources, rescue path, map control. In addition, the system was also an important role to achieve the shortest path emergency rescue search and display function.In this paper, Security Systems Engineering is organicly combined with Operational Research, GIS and Software Engineering to use the park's emergency rescue research. Geographic Information System (GIS) platform can be achieved visual querying to the park's dangerous sources, querying emergency rescue resources of Dalian Jinzhou Chemical Industry Park, choosing emergency rescue resources reasonably, and searching the shortest emergency rescue path, so as to achieve effective control of accidents and improve the security management level of the entire Chemical Industry Park.
