Along with being built-up and put into production of the Three Gorges engineering, protection of the reservoir area aquatic environment is more important. Chinese government invested more than 300 hundred million of national debt to build more than 50 effluent treatment plants and more than 40 waste landfill plants. In the construction, operating and management of these waste landfill plants, there are such-and-such problems, especially as lacking scientific gist when designing the collecting and treating percolate of waste landfill plants, which leads inaccurate amount of percolate and the adjusting pool being bigger or smaller. The bigger will lead investing lavishly and the smaller will lead existing safety hidden trouble. In some waste landfill plants, there are no strict operation regulations and divisional & layered landfill, which leads too much percolate to landfill in anaphase, and heightens operation cost. How to find logical divisional & layered landfill plan to control the amount of percolate, reduce engineering investment and operation cost be dead against the valley type Landfill Plant of the Three Gorges reservoir area, which is a realistic problem.To get the reasonable produced and disposed amount of the leachate of the valley type Landfill Plant, the research is done in the following aspects in this paper:①The formula of the produced amount of the leachate of the valley type waste landfill plant;②Section divided Landfill Plant and the optimized design of the control of the leachate. The results show that:1) Among so many formulas of the produced amount of the leachate, a simple and easy applied mode—yearly average amount of daily precipitation method induces all factors as parameter C, the value of C can be decided according to the supervision data on site or on similar site. This method is also the most commonly used method in the engineering practice at present, so yearly average amount of daily precipitation method is also recommended to use in this paper for calculation.Q = C·I·A×10-32) Compare the three different plans of "no section and no separate measure for the rain and dust", "with sections and layers" and "with sections but no layers" Basis on the certain county seat waste landfill plant of the Three Gorges reservoir area, it can be seen that the produced amount of the leachate leveled at 22.23t/d, the daily dealt amount of the leachate leveled at 30t/d and the cubage of the adjusting pool leveled at 2400m3 are the minimum in the plan of "with sections but no layers". In application of the plan of "with sections but no layers" will save a lot of construction and running cost of a Landfill Plant. The plan of "with sections but no layers" is the best solution.
