In recent years,China's economy has been developed at a high speed,but at the same time,the increasingly serious resource and environmental crisis has aroused widespread concern from the whole society,and the smog pollution has become the focus of social discussion.At present,the government as the single main body,which plays a leading role in smog pollution control.But this environmental governance mode focus more on the punishment and remediation after the pollution event,which only provides temporary solutions to the problems.Although this governance mode has deterrent effect to some degree,it is difficult to fundamentally curb the smog pollution which is getting worse.With the help of multi-center governance theory,this thesis jumps out of the previous environmental governance mode which the government plays a leading role and the market,the public and its organizations subordinate to the government.In addition,a multi-center governance system of smog pollution has been constructed.In this system,the government,the market,the public and its organizations as parallel subjects to participate and cooperate with each other to control smog pollution.The core issue of this paper is how to confirm the function of the multi-center governance system in the governance of smog pollution from the perspective of the combination of empirical and theoretical study,and to establish cooperative paths among the various governance subjects.Based on the relevant research,the article firstly analyzes the development and application of multi-center governance theory from the theoretical point of view,then expounds the current situation of smog pollution and governance in China,and summarizes the influencing factors of smog pollution control effect from the level of the government,enterprises and the social public.Besides,this thesis makes hypotheses and combines the 420 panel data of 2003-2016 in 30 provinces and cities in China,and empirical tests has been conducted on relevant hypotheses.In addition,this thesis builds a multi-center governance system based on empirical results.Finally,the cooperative path between the government and enterprises,enterprises and the public,and the government and the public has been proposed respectively.The first chapter is the introduction of the thesis.Firstly,it introduces the background of the topic and summarizes the current situation of smog pollution in China and its governance dilemma,and the purpose and significance of this thesis has been put forward.Then,it sorts out the relevant theoretical literature and finally introduces the research methods,content framework and innovations of this thesis.The second chapter mainly introduces the current situation of smog pollution,governance dilemma and influencing factors,and this thesis elaborates on the dilemma of smog governance in China and the dilemma of governance under the multi-center governance system.Regarding the predicament of smog control in China,we put forward the following three main reasons: the government's insufficient investment in environmental governance,the uneven development of industrial structure and the unclear governance power and responsibilities caused by the administrative zoning of territorialism.About the multi-center regional governance predicament of smog in China,We propose the following three main reasons: the conflicts of value appeal among governance subjects,the imbalance of powers and responsibilities caused by the single government-led governance mode,and the insufficient incentives for the public and their organizations to participate in governance of smog pollution.In addition,we put forward the influencing factors and characteristics of the effectiveness of regional smog pollution control,and make theoretical hypotheses for the following empirical study.In the third chapter,the empirical analysis of the factors affecting the effectiveness of regional smog governance is the main content.This thesis uses 420 panel data from 30 provinces(cities)from 2003 to 2016 to establish a panel data model.The effect of smog pollution governance is measured by the quantity of weather which the quality is above the second level,and is used as the explanatory variable;the government's formal environmental regulation,enterprise technology innovation,the education level of the public and the income level of the residents are used as explanatory variables;car ownership and coal consumption as control variables.Finally,this thesis performs four regressions on the collected data,and uses the Mixed Effect,Fixed Effect and Random Effect to regress the model,and combines the F test,LM test and Hausmann Test to select the right effect among the three effects above to draw conclusions of empirical research.According to the research conclusion,we can draw that the effect of formal environmental regulation at the government level on smog pollution control;the effect of technological innovation at the enterprise level on smog pollution control;the effect of the education level at the social level and the income level of residents on smog pollution control;the interaction among the government,enterprises and the public on governance effects of smog pollution.Based on empirical analysis,the fourth chapter proposes a multi-center governance system,and builds its cooperative paths.Besides,this chapter elaborates the cooperative path between government and enterprises,the cooperative path between enterprises and the public and its organizations,and the cooperative path between government and the public and its organizations respectively.The fifth chapter puts forward specific policy advises based on the multi-center governance system.According to the first three empirical results,it can be clarified that the formal environmental regulation of the government has a directly influence on the control of smog pollution governance.The technological innovation of enterprises can promote the upgrade of capacity to a certain extent,thereby alleviating the smog pollution.The society and its organizations can significantly improve the effectiveness of smog pollution control by improving the level of education and income.Through the results of fourth regression,we found that each governance subject can form a clear interaction effect,and this kind of interaction and cooperation can make the effects of smog pollution control more obvious for each governance subject,which provide an empirical basis for us to establish a multi-center governance system in the field of smog pollution governance.Therefore,in order to solve the dilemma of smog pollution control,we believe that a cooperative mechanism should be constructed.Three paths of this cooperative mechanism are as follows: the cooperative path of the government and enterprises;the cooperative path of enterprises and the public and its organizations;the cooperative path of the government and the public and its organizations.In addition,multiple competition should be applied to the provision of the public goods and form a cooperation-competition-cooperation governance situation among various subsystems.
