Research On Emergency Plan For Environmental Pollution Accidents

The environmental pollution accident is a kind of out of control accident. It has the characteristics of suddenness, multiplicity, grave harm and so on. However, with the fast development of industrialization, the environmental pollution accident appears frequently. It badly influences the local ecological environment and the lives of inhabitant. Nowadays, the grave harm of the environmental pollution to society has become one of the questions which the world pays most attention to. It has been proved that effective system of emergency is a good solution.Emergency plans, which is not only the general principle of system of emergency but also the action plan and implement directory of emergency rescue activities. As a result, the research on the emergency plan for environmental accidents also has been put more emphasis. Since the research on it is still at an initial stage, the guide for guiding enterprises to formulate the emergency plan for environmental accidents has not been put forward, and then the research is not only a defiant science problem, but also a practical project.In this paper, the key elements are summarized based on the research of other kinds of emergency plans home and abroad. Joint with the characters of environmental pollution accidents, it has been proposed that the emergency plan for environmental pollution accidents should be composed of the general emergency plan, specific emergency plan and appendix.The general emergency plan reflects the general idea of emergency operation, requirements, procedure and resources of the emergency activities. In fact, the emergency response to any kind of environmental pollution accidents must include these contents. So, even accidents unexpected happen, it also can provide fundamental guideline.Specific emergency plan is a pre-prepared action program that deal with the accidents caused by specific environmental hazard installations, while the character of the accidents and the circumstance around the site have been taken into consideration.The appendix is specification of emergency agencies, the materials, equipments, the technologies and services for emergency response, which aimed to grantees the success of carrying through the general emergency plan and specific plan.This paper proposes the compiling procedure of general emergency plan and several important parts have been discussed.At last, a comprehensive evaluation method for environmental pollution accidents based on Analytical Hierarchic Process (AHP) is proposed. The basic rules and the ordinary modeling process of AHP are briefly introduced. By the principle of AHP, the emergency plan for environmental pollution accidents has been graded three levels. The elements of every level have been compared in the judgment matrixes in pair. The synthetic weights of the basic elements have been calculated, and then the qualitative evaluation has been converted into a combination of qualitative and quantitative evaluation.
