In recent years, incidents of unexpected environmental pollution especially the large, major environmental pollution incident aroused the Central Party Committee and the State Council’s high attention. Establish a comprehensive multi-level contingency plans for sudden environmental pollution incident system, improve the ability to handle emergencies is an important part of the city emergency management.This paper consider the unexpected environmental pollution incidents as background, Utilization emergency management theory, the risk theory, the application fuzzy mathematics, the process management discusses, entire integrated methods and so on system theory, analytic hierarchy process, fuzzy synthesis judgment second-level model, has constructed a scientific analysis and a appraisal model.Firstly, this paper based on the field investigation and theoretical study, obtains various factors affecting the implementation. Simultaneously analyzed and summarized.using the German Feir law established the unexpected environmental pollution emergency plans appraisal indicator system, and take this as the basis, Combined with the characteristics of unexpected environmental pollution incidents, established the AHP- fuzzy synthesis judgment second-level appraisal model to carry onComprehensive evaluation of pollution emergency plans.Finally, this paper takes the Songhua River Harbin section unexpected pollution emergency plan arose water pollution event contingency plans as an example of multi-level fuzzy comprehensive evaluation.Provided a clear assessment results for Relevant government departments’completeness on the manpower , the organization,, the resources to handle water pollution event.The result indicated that using the AHP- fuzzy overall assessment method for the evaluation of emergency plans became possible to obtain a more ideal result. Therefore, the use fuzzy quality synthetic evaluation method will carry on the appraisal to the plan to have the good guiding sense to practice.
