| This paper focuses on the pollution of bulk liquid chemicals in Dalian sea area and develops researches in the drafting and implementing of emergency counterplan. Firstly, the paper makes an analysis of the development and current situation of bulk liquid chemical transportation, briefs on both domestic and oversea accidents, and introduces laws and regulations relevant to emergency responses. Secondly, the paper briefly describes the environmental resources in Dalian sea area and analyses the pollution and emergency resources within the area. The paper then categorized liquid chemicals in bulk, concentrates on the movement of floating diffusion and lists corresponding mathematical formulas for the movement modeling. Through consulting relevant technical materials, the paper presents the structure and outline for drafting the emergency counterplan. Based on the present situation of emergency responses, the paper identifies the actual problems that need to be resolved in implementing the emergency counterplan. With the help of a developed emergency decision supporting program, after setting wind and tide influence factors and other relevant data input, users can quickly predict the trend of the spilled chemical and its density range. In the end, the paper proposes to use tools such as Systar to obtain relevant rescue information, working out a reasonable action plan, identifying key points of the emergency response and taking a series of measures to ensure the implement of emergency counterplan. |
