Research On The Benefits Evaluation Of Land Reclamation In Mining Areas

After land reclamation of the mining area ,we expect that the ecosystem can obtain the best economic efficiency, ecological benefits and social efficiency; and to reduce the highly unified time of the three benefits as soon as possible . But because of the intricately opposite-uniform relations between them, at present people often only regard the directly economic efficiency, but neglect the indirectly social efficiency and ecological benefit. Therefore, building a set of combined earnings evaluating index system of land reclamation in the mining area has an important meaning; especially to display of the whole combined earnings in mining area as well as the theory and practice of mining land reclamation and the ecology reconstruction.This article based on much of predecessor's research results, primarily discuss the benefit evaluation connotation of the mining land reclamation, assessment method, evaluation index and so on. The establishment of evaluation index system include 9 eco-efficiency evaluation,such as green vegetation coverage, micro-climate conditions of the mining area, the rate of land reclamation, irrigation guarantee rate, land quality, the status of biodiversity in the mining area, soil erosion control effect, field regular rate, the landscape Ecological effects of the mining area; the rate of land use, annual net income of farmers in the mining area, farm land area, the unit area of agricultural land in the mining area, input-output ratio, Mechanized rate,food production, labor productivity in agriculture of the mining area , road density, capita farm land of the mining area, the per capita gross domestic product in the mining area, the status of land ownership disputes in the mining area, the effect of the mining area is located to help the poor, the employment effects of the mining area, public satisfaction of the mining area , those 9 indexes are choiced as social evaluation. Finally, we use the evaluation index system in pingshuo mining area by the multi-level fuzzy judgment method to validate it.According to the standard drew up in this article: Before reclamation, the ecological benefits, economic efficiency and the general benefits of the pingshuo mining area are lower than 60 which is in"badly"rank, but the social efficiency is 62.1 which is in"general"rank; After reclamation, the ecological benefit, economic efficiency, social efficiency and the combined earnings obviously enhance, respectively is 72.82, 71.67, 70.95, 72.29,which is in"good"rank. It explain that the implementation of the mining land reclamation has brought the huge ecological benefit, economic efficiency, social efficiency as well as the combined earnings for the mining area . the implementation of the project is as a whole successful, with the process of time, the reclamation project will certainly bring a bigger combined earnings for the mining area.The findings indicated: the benefit evaluating indicator system of the mining land reclamation which is built in this article is quite reasonable; the assessment method is appropriate; it can basically reflect the fact of production and life in pingshuo mining area; the evaluation result have provided reference for land reclamation's practice in mining area.
