The Study On The Approval Of Environment Impact Assessment Documents In Construction Projects

This paper analyzed the development, function and operation mechanism of environment impact assessment, and made a compare on the types of approval system on the environment impact assessment documents.On the base of Chinese environment impact assessment system, this paper figured out four reasons why the environment impact assessment system is not implemented effectively: the local governments focus on the economy development result from the tax distribution system and governor promoting system, the economy development department pay few attention to the environment protection due to the department function simplification, department interests and interest group, the weakness of local environmental protection agencies, and lack of public participation on the process of approval. In order to address these problems, this paper worked out that measures and changes should be taken according to the problems. Firstly, the central government should play a more active role on the local affairs, especially on the investment of environment protection, and consider the environment protection achievement before funding the local construction projects. The promoting system should also include the environment protection performances. Secondly, unify all kinds of departments'environmental protection function and strengthen the collaboration of different departments. Thirdly, enhance the supervision of the environment protection agencies. And finally, improve the public participation during the process of approval.
