Government Environmental Information Communication Public Participation Problems Under The New Environmental Protection Law

Environmental pollution is becoming more and more serious today,and environmental problems have become the focus of global attention.Soil erosion,landslides,loss of species,cloudy skies...The environmental problems need to be solved urgently when human beings are in danger of destroying their environment.Facing the deteriorating environmental problems,the public's environmental protection consciousness gradually,more and more attention to the environment of its own interests involved,and the government as a leader in environmental protection and environmental information,make the public more and more high to the requirement of the government working environment.In addition,the public is no longer simply hoping for the government,but more urgent is the need to participate in the government's environmental activities to obtain more environmental information.On January 1,2015,therefore,full implementation of new environmental laws,will the relevant contents of "information public participation",independently assembled correctly,highlights the country for public participation in government environmental information transmission.Through legislation to regulate the government real,comprehensive and timely release the information environment,giving the supervision from the public power to maintain their own environmental interests,the government set up effective public participation in environmental information transmission way and the construction of mechanism of supervision by public opinion through the media,the public environmental right get legal protection,improve the efficiency and credibility of the government environmental information dissemination,the public and the government to establish good interactive mechanism,and to maximize the implementation of the environmental improvement,this is a very worth exploring.Topic of this paper is discussing on the basis of government environmental information transmission,through on-the-spot investigation,the environment problem more highlights the dianqiangui rocky desertification area of the public to conduct interviews and questionnaire survey,to get a piece of the government and present situation of the information transmission,present situation of public participation and interaction among government,media and public three status quo,in the form of case analysis,from the "public participation" and "supervision by public opinion" two research Angle,presents the problems existing in the public participation in government environmental information dissemination and the cause of the problem,and finally for the effective supervision of public participation in government environmental information transmission and the interactive mechanism put forward constructive solutions and security system.Dianqiangui rocky desertification area according to the survey data shows that the status quo of the public both in their surrounding environment or regional overall environment are not satisfied,for the government's credibility is not high.Through empirical analysis found that although the public participation in government environmental information dissemination of degree of enthusiasm in increase gradually,also in response to environmental protection work,but the lack of necessary interaction between the government and the public,can not fully reflect the environmental rights and interests of the public,the government also can't get enough public feedback,resulting in the spread of public participation in government environmental information short of supervision and the ultimate goal.therefore,take advantage of new "environmental" issue as an opportunity to implement an effective pattern of public participation in government environmental information spread,not only conducive to improving the present situation of dianqiangui rocky desertification area of environmental degradation,while enhance the government credibility to the public more environmental rights and interests,makes the supervision of the public participation to achieve its real purpose,to ensure that the public participation in government environmental information dissemination to better implementation,and the dianqiangui rocky desertification area of government environmental information transmission and the public participation has practical operability.
