Industrial Sector Effect And Countermeasure Study On Processing And Utilization Of Restricted Imported Waste

With the rapid growth of economy,the growing demand of resources and raw materials,the quantity of imported waste for reutilization has shown a remarkable increase in recent years.As a coastal province,Zhejiang has relatively convenient condition for import and export,and industry market for processing and utilization of imported waste materials has grown to a certain scale.As a result,environmental pollution and various incidents caused by "imported waste", however,has become hot topics and gained more and more attention from the general public and the media.There was fierce debate on prohibiting or permiting waste import and its pros and cons.There are still lots of people oppose waste imports due to lack of knowledge and understanding.In this article,the status quo of imported waste processing industry in Zhejiang was thoroughly investigated,and evaluation was made from the perspectives of overall integration of economic,social and environmental benefits.The results of the investigation indicates that enormous economic benefits have been obtained by the imported waste processing and utilization industry,it has great significance in facilitating the development of national economy;Undoubtfully,the imported waste processing industry also generates social benefits by considerably reducing energy consumption, overcoming resources deficiency in China,and solving labour employment problems.Results of the comparison and analysis indicates,comparing with mine excavation and processing,the degree of reduced environmental pollution caused by utilization of imported waste exceeds the negative impact to the environment caused by its standardized operation.Therefore,the author believes that for a certain period of time in future,there is necessity for the existence of this industry,in the course of standardizing its operation,a favourable environment shall be fostered for industry development.In order to reduce and eliminate its negative impact to the environment,the status quo of present policies and management was analyzed,and 8 recommendations and countermeasures were proposed,which provides a guiding basis for management and supervision of waste import in Zhejiang,and a technical support for elaborating the national policy on imported waste management.
