Study On The Distribution Scheme Of Water Pollutants Total Control

The total control scheme of water pollutants can be defined that the proper distribution of the pollutant cutting capacity and the total controlling capacity of the pollutant for the different years according to the receiving pollutant capacity of the river and the current receiving pollutant capacity,under the requirement of certain water function and water quality controlling standard by using the technical economy analysis,so as to reach the purpose of protecting environment.The total control of water pollutants is the tendency of containing the pollution all over the world,and it is the important method of improving the quality of environment and achieving the economic sustainable development.The core of the total control is distributing the pollutant reasonably.On the whole,only a little works has been done in the water resource protection and administration referencing the other countries' experience in our country.Furthermore,it is still remain in the stage of target total capacity controlling and in the beginning of the total capacity controlling for the study on the field of total capacity controlling.Under the general analysis of domestic and overseas research works,the theory and methods of the water resource protection and continue applicable researches are systematically discussed and the allocative decision of total control of water pollutants which is integrated by the target total control and the capacity total control is established in this thesis,based on some subject theories including the environment science,environment influence evaluation,hydrology water resource,water resource protection theory,ecology theory,continually development theory and environmental economy.Furthermore it establishes the respond relation between the control of pollution source,and the quality of water environment,distributes the pollutant control target reasonably and equally,provides the scientific basis for the permission of pollutants discharge for our province,and provides the demonstration effect for the transformation of the environment management from pollutants density control to target total control and capacity total control.First,this thesis defines the principle of the distribution of pollutants total control,analyses the distribution method which is kwon,compares the commonality with the difference of the distribute object and the process,unites the actuality of Jilin province,gets the conclusion of the usability and limitations of kinds of method,and uses the conclusion in the later research.Secondly,total load distribution is progressed at province district in this thesis,and it analyzes the effect of the population,the gross product of Jilin province,the water resource quality and the environmental capacity to distribution by Gini Coefficient Method,and drafts the Lorenz Curve of various kinds of the influence factor.Then the thesis evaluates the reasonability of the distribution scheme according to the Lorenz Curve,and makes the scheme on reducing the discharge capacity of various river basins according to the reasonable Gini Coefficient.The conclusion is the Lorenz Curve reflects the pollution situation in Jilin province correctly,which is according to the water resource quality,and it provides the basis for the scheme on reducing the total amount of pollutants discharged.Finally,basing on the actuality and the availability of actual indexes of Tonhua,this thesis distributes the total capacity index of the three pillar businesses of Tonhua by the axiom system which is based on the equality.Above all,the purpose of reducing discharge of COD and Ammonia and Nitrogen 10% according to 2005 during the 11^th five years plan is realizable.While the scheme of total capacity distribution in industry point source of Tonhua can make the enterprise water pollutants discharge standardized,and it also can provide academic support for the discharge permit system.Considering the controlling of water resource and ecological protection,the controlling target of total pollutant capacity can be achieved if the relevant departments can take effective measures and controlling force.In conclusion,the pollution and shortage of Jilin province water resource have become serious problem and the restricting factors holding the development of economy and society of Jilin province.The strategic of water resource protection,the methods of controlling pollution,the supervision methods,lawful regulation and other forced measure should be constructed so as to efficiently protect Jilin's limited water resource and it can be continually utilized forever.
