The Losses Evaluation Of The Marine Disaster

Our country is a major maritime country, has rich marine resources and maritime transport conditions ,which favors for China's economic development to create an opportunity. However, the coastal area is also high-risk region of marine disasters . Marine disasters have posed a serious challenge on socio-economic development of China's eastern coastal areas. In the process of economic development, how to assess the loss of disaster accurately , thus how to assess loss of disaster accurately and providing the basis for disaster prevention and mitigation, has become a very urgent problem and the grim reality.In this paper, it basses on the economics of disaster, uses econometrics, marine economics, environmental economics, sustainable development theory comprehensively, combination of qualitative and quantitative analysis, theoretical analysis and empirical analysis ,studies on the marine disasters ,so as to provide strategies for disaster prevention and mitigation.Based on a related study, firstly, this paper summarizes the basic concepts of disaster, the basic properties and classification system, then researches and reviews the definition and characteristics of disaster economics. Secondly, it analyses the classification, cause and characteristics of marine disasters, points put the mutation mechanism, zoom mechanism and the principle of entropy. Once again, the paper analyses the impact on the economic and social development from the perspective of micro and macro economy. From the perspective of micro, it carries out analysis of marine disasters on the impact of industrial development. Taking agriculture, tourism and fisheries as an example, it analyses the economic consequences of disasters .From a macro point, it carries out an analysis of marine disasters on the economic growth and sustainable development. Finally, based on the theory of disaster damage assessment, from the casualties, property damage and environmental pollution to build a loss evaluation index system, then carry out empirical analysis respectively by using factor analysis and correspondence analysis method, in accordance with the chronological and spatial sequence, the conclusions are as follows: With the passage of time, the marine disaster has shown signs of cyclical changes , perhaps 4-5 years for a cycle, but there is more and more serious trend, and predict the next cycle from 2008 to 2012, the most serious year is probably the year in 2009 or 2010; the worst loss in coastal areas are located in the Pearl River Delta, Zhejiang, Fujian and Guangdong provinces, followed by Hainan, Jiangsu and Shandong provinces ,the lightest loss areas are Guangxi , Liaoning, Hebei and Tianjin. In accordance with the conclusion, there are focus strategies on disaster prevention and mitigation strategies.
